Abstract

In the new era, the state's implementation of free education for normal students is not a complete denial of the free education policy for normal students in the past. But under the new situation of education development and the new requirement of teachers' team construction, a kind of policy adjustment and upgrading has been made. From "free" to "public fee" is not only a simple change of language. It also highlights the value implication of the public education system of teacher education: the fulfillment of civic duty, the responsibility of civic responsibility, the shaping of public welfare image and the cultivation of public spirit.
