Abstract

Responsible government is an inevitable trend in the development of modern democratic politics. It requires that the power and responsibility of the government should be regulated and restricted systematically. The process of government exercising power should conform to legal procedures and achieve unity of power and responsibility. However, at present, the construction of responsible government in our country is in the initial stage. The government's public power is abused, its functions are multifarious, laws are not observed, and illegal and ultra vires incidents occur frequently. Cooper's thought of administrative ethics explains the construction path of responsible government from the perspective of public ethics, which provides an important reference for promoting the construction of responsible government in our country.
