Abstract

Through a survey of the changes in the CET-4 policy for more than 30 years, the paper draws a brief history of the four-level reform of the College English and the three stages of the development of the CET-4 policy, namely, the four-level test policy germination stage and the four-level test policy specification development stage and examination policy connotation development stage.
