Human resource management has become an important content of the development of contemporary social enterprises. Scientific development and management of human resources is an urgent need to study in the reform and development of state-owned enterprises in China. At present, the reform of state-owned enterprises in our country is at a critical stage. In order to extricate state-owned enterprises from the predicament and enhance the market competitiveness of state-owned enterprises, it is required to pay attention to and face squarely the problems existing in human resources management. So that the present situation of human resource management of state-owned enterprises and the causes of the problems can be analyzed, to make up for it in time, so as to create a good foundation for the reform and development of state-owned enterprises. The quantity, quality and allocation mechanism of human resources are the decisive factors for the stability, growth and sustainable development of enterprises, and the key to the survival of enterprises. Due to the factors of history, culture, economy, especially the system, there are many problems in the human resources of the state-owned enterprises, which will affect the long-term development of the enterprises.
