Abstract
Regarding the problems such as disconnection in performance assessment strategies, loose indicators, formalized processes, weak result application, lack of communication and feedback, and insufficient incentives among university administrative staff, based on the theories of goal management and performance management, this paper analyzes the causes of these problems and identifies the inherent mechanism for the compatibility of the performance system with the development of the university. It proposes solutions from five aspects: performance goals, indicator systems, guarantee mechanisms, etc. Through empirical analysis and verification, the countermeasures are found to be scientific and feasible, and have reference significance for improving the management level of universities.
