Abstract
Reading promotion and information literacy education are crucial responsibilities of contemporary higher vocational college libraries. However, the inadequate emphasis and investment in these areas have posed challenges for library operations in higher vocational institutions. This paper discusses how libraries can effectively carry out reading promotion and information literacy education under such conditions, using Tianjin Modern Vocational College as a case study and exploring its practice of the RII (Two-Way Interactive) model.
