Abstract
Territorial management helps to clarify the implementation of responsibilities and ensure that all decisions and plans are implemented at the grassroots level. It also helps to strengthen governance at the source and promote the solution of problems and conflicts at the grassroots level. The Regulations on the Work of Grassroots Organizations of Ordinary Institutions of Higher Learning of the Communist Party of China in the new era clearly stipulates that Party construction in colleges and universities should adhere to the principle of territorial management. This paper analyzes the problems existing in the territorial management of Party construction in Chinese universities and its causes, and innovatively puts forward the need to further improve the comprehensive strengthening of strict party governance, the evaluation and examination work, and the management mechanism to be further perfected.
