Survey on the Implementation Status and the Problems of K-12 Intellectual Property Education in China

Abstract

Following 15years of policy implementation and teaching practice, much useful experience has now been amassed in relation to China’s K-12 intellectual property education. Nevertheless, there are still important issues to be addressed. Methodologically, this paper utilizes literature surveys, interviews and questionnaires to investigate the current implementation status and existing problems of intellectual property education at K-12 schools in China. The implementation status survey was conducted in 21 cities or regions of 15 provinces in China. The current condition in major departments, organizational management models, and implementation measures and teaching practice in China’s intellectual property education at K-12 schools were examined. The survey for existing problems of education implementation involved 64 elementary schools and 154 high schools in 82 cities (counties and districts) in 22 provinces (including autonomous regions and municipalities). The survey results show that certain problems have arisen which should be addressed urgently in order to improve intellectual property education at K-12 schools in China. These include: the utilitarian nature of the education, teachers’ quality, the education’s effectiveness, and appropriate implementation of the education. Finally, this paper suggests ways to address problems that arise in implementing K-12intellectual property education in China.
