Abstract
The connotative development of HE means that in the process of higher education (HE) development, we should pay attention to tapping the potential from within the school, improving the educational philosophy, education culture and teachers' quality, and putting the quality and level of personnel training in the core position of HE development. The development of HE, which follows external logic, achieves external purpose and is controlled by external needs, is the extension development. The development of HE, which follows the internal laws, achieves the internal purpose and is dominated by its own needs, is the connotative development. The connotative development of HE in the new era has the remarkable characteristics of controlling scale, optimizing structure, improving quality, highlighting characteristics and paying attention to fairness, which is the inevitable requirement of the new era, new ideas and new contradictions for the development of HE. To realize the connotative development of HE is the need to solve its own problems, the outstanding contradiction of economic and social development, and the urgent need to cope with the globalization of HE.
