Abstract
from the perspective of economic externality, the elderly education shows multi-level negative externalities from the main body and structure, which needs government intervention and guidance. On the basis of straightening out the market relationship and market role of the government in the development of elderly education, this paper will put forward suggestions on the government's intervention and guidance of negative externalities, so as to respond to the strategy of balanced supply of elderly education.
