In October 2018, General Secretary Xi Jinping visited Jinan University and made five requirements for overseas Chinese higher education. General Secretary Xi Jinping encouraged the majority of students in Jinan University to study hard and become talented in the future. They will contribute to the society in the future and actively participate in the construction of the Guangdong-Hong Kong-Marco Greater Bay Area, and spread the Chinese traditional culture to the whole world. On February 18, 2019, the Central Committee of the Communist Party of China and the State Council issued the “Outline of Development Planning for the Guangdong-Hong Kong-Marco Greater Bay Area, clearly proposing to build the Guangdong-Hong Kong-Marco Greater Bay into a highland of education and talent. Overseas Chinese higher education should actively integrate into the construction of the Bay Area of Guangdong, Hong Kong and Macao universities. The highest academic institution of overseas Chinese should implement the internship of General Secretary Xi Jinping to inspect the spirit of the important speech. However, under the background of the escalation of Sino-US trade friction, the demands of high-level talents of overseas Chinese are also increasing. And diversification requires the relevant parties in the central government to jointly break down the institutional and institutional barriers and help the construction of talented highland in Guangdong, Hong Kong and Macau.
