Abstract
Organizing social forces, mobilizing social resources to cope with major emergencies, and constructing a system of emergency assistance that is widely involved in society is an important guarantee for achieving emergency management goals. According to the emergency management practices of the United States, Japan and Germany, this paper combines the virtual network to bring new features of social participation, Comparing the experiences of various countries, it points out the diversification of governance subjects and governance models in the emergency management process and the development trend of mutual opening and mutual circulation between government and social boundaries.
