Abstract
Government cooperation is an important means for the government to deal with problems in a complex environment, including horizontal and vertical dimensions. In the context of catastrophe and risk, government cooperation has its necessity and particularity. This paper summarizes the problems of government cooperation in disaster prevention and reduction in China, and analyzes the relevant reasons for the problems. On this basis, from the perspective of the rule of law, this paper discusses the ways to improve the ability of government cooperation.
