Abstract

As an old industrial base mainly developed during the “First Five-Year Plan” period of China and making outstanding contributions to the country's construction and development, Liaoning Province was once known as the " the eldest son of the PRC" and has established its fame as the "Liao boss". However, over time and the change of the times, the system formed by the planned economy for many years and people's thinking concepts have become the barriers of Liaoning's development under the new situation. In order to prevent Liaoning economy from declining and to boost a new-round revitalization of Liaoning economy, we must overcome diverse troubles, solve difficult problems, seize opportunities and make full use of the country’s policies and the "Belt and Road" development strategy to exploit its own advantages, solve the key issue of the revitalization of talents and provide necessary manpower to guarantee the new round of revitalization through the opening up of education.
